The AVP/Director of Regulatory Planning plays a critical role in the development, implementation and oversight of key regulatory activity and decision-making processes throughout the RWJBarnabas Health Enterprise. The AVP/Director will drive the development of regulatory strategy and support the development of plans, applications and RFP responses to achieve enterprise goals. The AVP/Director analyzes and identifies emerging trends and regulatory policy and practice to promote opportunities, mitigate competitive threats, assess viability of programs and services, review and improve enterprise performance. The AVP/Director will collaborate closely with System and Facility Senior management and assist in resolving escalated issues requiring coordination from multiple stakeholders by providing objective data and analysis that enables leadership to surface issues, make informed decisions and achieve strategic goals. The AVP/Director will prepares as necessary applications and plans, including but not limited to: feasibility studies, capacity assessments, license amendments, DOH waiver applications, access studies, market demand, Certificates of Need and RFP responses. The AVP/Director will ensure a consistent and disciplined process by embracing evidenced based tools and methodologies to support project management and the quality support of strategic, business, facility, service line and community health plans.
Master's degree in health care administration, public administration, business administration or other related health care field preferred;
Broad knowledge of health care industry and previous clinical experience a strong plus;
Excellent written and oral communication skills, conflict resolution skills,;
Ability to work in a fast paced environment with sustained attention to detail and positive outlook;
Ability to generate results through influence in an environment with multiple and diverse stakeholders;
Effective organizational and interpersonal skills including written and verbal communication skills;
Strong analytical and project management skills;
Demonstrated capability to interact directly with C-level leaders;
Highly skilled at identifying information resources, research methods, data analysis and fact-based decision-making; and
Possesses keen ability to judge and prioritize issues and implications for RWJBarnabas Health.
Minimum five (5) years of experience in a leadership role;
Minimum five (5) years of experience in strategic or regulatory/standards role for healthcare or related industry;
Experience in research and interpretation of regulatory standards and processes;
Proven ability to plan, organize, prioritize and effectively manage multiple complex projects concurrently and develop in a fast-paced environment;
Experience in developing strong relationships and motivating key internal or external stakeholders to achieve desired results;
Demonstrated strength in analytical capability; and
Demonstrated proficiency Word, Excel, and PowerPoint;
